pTet->lock3d->GFP

constitutive promoter (Tet repressible) induce transcription of lock3d and GFP. The RBS is shielded by the secondary structure of ribolock3d hence GFP expression is inhibited. Key3c unlocks lock3d, revealing RBS thus allosing expression of GFP
