With AHL, light -> no GFP

There was some amniguity on the registry site about which parts were OmpC, and which were OmpF. The two have opposing functionality, so this was an important distinction. Looking at the literature, there was also some question as to which promoter we would be able to use in our system, though we wanted to use OmpF. This is the reversal of the logic circuit of the 2007 University of Calgary project built with OmpC, and so requires the light sensor (M30109) to function. After addition of AHL to the media, the cells will be responsive to 650 nm light, and begin making GFP. When they sense light, they will stop expressing GFP (E0040), and will remain inactive until any AHL in the media breaks down. In the absence of either AHL, the bacteria should do nothing.
