A Kill Switch with "memory" time repressed by IPTG - Corrected

This part was made to correct some aspects of the already existing BBa_K1405008 part. Since the latter part doesn't have any RBS, and possess a defective cI CDS (which contain a problematic barcode), this part corrected these aspects, so that it can be used by other teams.
