RFC12 Constitutive Promoter

This is a RFC12 compatible constitutive promoter containing the -35(TTGACA) and -10(TATATT) consensus sequence. The 17 bases in between the two conserved regions as well as the last six bases were chosen randomly. Transcription should initiate directly after this sequence beginning at the assembly scar.
