nirBDC promoter

The expression of the nirB promoter is low at lag and early log for aerobic condition and fis inhibition. After the mid-log phase, it is activated by the anaerobic condition. However, in the late log and stationary phase, the expression would be inhibited by IHF. Note that if not using LB but a minimal medium would result in rather a low expression.
