This construct functions as an AND gate. It is designed to work only when BOTH inputs are present.

The LuxR promoter is activated only in the presence of LuxR-AHL complex, which binds to the promoter and activates transcription.

The other part requires absence of the Lac Repressor protein. Lac repressor is inhibited in presence of lactose or IPTG.

Thus this GATE will be turned ON only when both LuxR-AHL complex AND Lactose (IPTG) are present. IF only LuxR-AHL complex is present, the Lac Repressor will remain bound to the binding site, preventing further transcription.
