The promoter plac can be repressed by the repressor protein LacR produced by the LacI gene. But when LacI in the upstream is transcribed and LacR therefore repress plac, tetR cannot be synthesized anymore, so nothing to repress the ptet results in the downstream gene starts to be transcribed.
